** Land Development: Residential, Multi-Family, Condominium, etc.
** Commercial Entrepreneurship: Resort, RV Park, Retail/Restaurant, Hotel/Motel, C-Store, Tech Park, etc.
** Investment Portfolio Enhancement: The Black Hills region is experiencing rapid growth and recognition with limited, buildable land for development of the above-mentioned commercial and residential opportunities.
STRATEGIC BENEFITS:
** Planned Unit Development Zoning (PUD);

** Quality Water System and new 370,000 gallon water tank on site;
** Natural Gas, High-Speed Internet, Power, and Paved Road Accessibility;
** Community Building featuring Game Room, Heated Pools, Splash Pad, Outdoor Firepits, etc.
BENEFICIAL ATTRIBUTES:
** Powder House Pass has no city sales tax;
** South Dakota is one of only four states with no state income, capital gains, or estate tax, and is well known for low taxation and regulations which promote investment and business growth. The state is typically ranked #1 with the ability to establish legacy trusts.
FANTASTIC LOCATION:
Located in the Recreational Corridor of the Black Hills, Powder House Pass has convenient on-site access to the State Snowmobile Trail. Other nearby activities include hiking/biking the Mickelson Trail, rock climbing/trout fishing in Spearfish Canyon, golfing at Lead Country Club, snowboarding/skiing at Terry Peak Ski Resort, riding ATV trails, horseback riding, and more plus only minutes to entertainment in the historic neighboring towns of Deadwood, Lead, Sturgis, and Spearfish.
** Rapid City Regional Airport is only 45 minutes away.
** Black Hills Airport in Spearfish is only 25 minutes away.
NATURAL BEAUTY:
The Black Hills are the highest mountain range in the United States, east of the Rockies. Mountain views, beautiful canyons, striking rock formations, and trout streams are within the surrounding forest and are populated with spruce, aspen, birch and ponderosa trees. Thousands of acres of National Forest land abut this 300-acre parcel on its southern and eastern boundaries, providing seclusion and abundant recreational land. There is no shortage of natural beauty and geological diversity in the Black Hills.
Powder House Pass has an elevation of approximately 5800 feet and provides Four Seasons of enjoyment each year. Winters are typically quite mild when compared to the upper Midwest. The Black Hills are known as the banana belt of South Dakota due to temperature inversions, etc., and winter temperatures can be in the 40 and even 50 ranges at various times. And when snow falls, the lacing of the trees and landscapes is a sight to behold. The summers are mild and temperate with low humidity and it's rare to see even a mosquito!
THE COMMUNITY IMPROVEMENT DISTRICT (CID) AND PLANNED UNIT DEVELOPMENT (PUD):
** Powder House Pass is a Community Improvement District (CID) and only the 2nd development in the State of South Dakota to receive this designation. As a CID, Powder House Pass functions similarly to a municipality (under SDCL 725-A), and has a Board of Supervisors to oversee the developments roadways, utilities, common amenities, set budgets, monitor expenses, etc., to maintain the community's sustainability. ** A CID is delegated to receive unique community improvements, such as a central water system, quality infrastructure, paved roads, community facility with heated pools, etc.
** Powder House Pass is zoned a Planned Unit Development (PUD) as well and is attractively designed as a cohesive place for residential life. The PUD can accommodate housing for homeowners of varying price points, while assisting growth of the Powder House Pass Community through construction of shops, restaurants, town homes, hundreds of single-family homes and multi-family units, office space, light industrial and storage facilities, etc.
** A PUD distinction provides this 300-acre parcel with great flexibility by promoting innovative/creative design, environmental conservation, sustainable services, and density for development.
ACCESSIBILITY:
Accessibility to the 300-Acre Parcel in Powder House Pass is excellent, with access from US Hwy. 85/14A (CanAm Highway), Rochford Road on the adjacent east side (paved County Highway), and Frosty Meadow Road that runs along and through the west end of this land. All these roads are well maintained and plowed in the winter.
TOPOGRAPHY:
The topography of this parcel graciously varies, allowing for estate-size lots, single-family lots, and higher-density residential development, etc. Much of the land area offers a gentle slope for development. The expectation is that lots in the 300-Acre Parcel would be comparable to South Ridge Estates Addition to Powder House Pass, which is directly across Rochford Road to the east, and has been in very high demand and approximately 80% sold out.
ECONOMY:
The economic boost from Powder House Pass has created much needed jobs in the area. This region's economy is quite diverse and includes tourism, mineral extraction, gaming, agriculture, Sanford Underground Research Facility (SURF) in Lead, and Ellsworth Air Force Base, located near Rapid City. Its noteworthy that Ellsworth Air Force Base is undergoing a huge expansion and will be host to the new B-21 Raider, replacing the B1 and B2 bombers.
Although tourism is the main economic driver of the area, the region has a population of over 150,000, which increases to nearly 250,000 during the summer months. Powder House Pass is a destination for thousands of vacationers each year. And because of the location of the 300-Acre Parcel of land that is for sale, within Powder House Pass and the Recreational Corridor, winter months also see strong recreational activity with the aforementioned snowmobiling, skiing, and other activities within the immediate area.
AFFORDABLE LUXURY with FUTURE VALUE:
The Black Hills are a hidden gem in South Dakota that is currently undergoing nationwide recognition, on many levels, for their beauty, recreational features, investment opportunities, safety and quality of life attributes, temperate climate, etc. History abounds in the Hills for many reasons, with Deadwoods Gold Mining Days, the home of the patriotic Mount Rushmore National Monument, etc.
A rare opportunity is present to invest in the large 300-acre parcel of land in a proven, successful Community Improvement District with quality city utilities and services in an area rich with scenery. High levels of economic growth provide assurance for continued expansion and investment opportunities with appreciating values to meet greatly increasing demand.
Indications are that Black Hills land prices will increase, continuing upward toward Colorado and Montana prices. Much of the land within the Black Hills is Government-owned, which equates to less land available for development. As Will Rogers accurately stated, "Buy land. They ain't making any more of the stuff!" ...especially with the features of Powder House Pass, in the Black Hills of South Dakota. Abundant benefits include quality utilities, developable topography, and the desirable location offered by this 300-acre parcel of land, uniquely setting it apart from other land in the Black Hills. Powder House Pass confidently states that this 300-acre parcel of land is, "easy to get to, but hard to leave!"

The location of the property provides mild winters, a variety of fauna and flora found in the Minnekahta Valley approximately 30 minutes West of Hot Springs and 30 minutes South of Custer, South Dakota.
First called Minnekahta (hot waters) by the Lakota people, Hot Springs is known as the southern gateway to the Black Hills.
Hot Springs is home to the largest Columbian mammoth exhibit in the world, as well as a wild horse sanctuary—where hundreds of mustangs roam thousands of acres of land. From here, you can visit the pioneer era, tour one of the longest caves in the world, or play 18 holes on one of South Dakota’s premiere public golf courses. Then relax in warm, healing, mineral springs.
With easy access to the area’s greatest attractions, great year-round weather, distinct sandstone architecture, fantastic outdoors activities—and, of course, the signature mineral waters—Hot Springs is like no other Black Hills town.
Founded in 1875 near the site where gold was first discovered in French Creek, Custer is the oldest established town in the Black Hills. This small community is considered one of the most beautiful areas in the Black Hills, with an extensive network of trails and backcountry roads left behind by early pioneers, ranchers, and loggers. It’s conveniently located within a short driving distance of popular attractions such as Mount Rushmore National Memorial, Crazy Horse Memorial, and Jewel Cave National Monument.
Attractions
History is a big deal in the Black Hills, and the 1881 Courthouse Museum houses one of the region’s most extensive collection of historical artifacts dating back to Lieutenant Colonel George Armstrong Custer’s 1874 Black Hills Exhibition. This former courthouse is listed on the National Register of Historic Places and features exhibits on Native Americans, mining and minerals, Victorian life, ranching, forestry, and military artifacts from the Revolutionary War through Operation Desert Storm. There’s also an original jail cell, one-room schoolhouse, and collection of antique cars. Four Mile Old West Town allows visitors to experience what life was like in the Old West as they wander through 50 open-door buildings on a self-guided tour. The Gordon Stockade is an exact replica of a log fortress built in 1874 to protect the Gordon Party from attacks by the Sioux during the Black Hills Gold Rush.
No trip to Custer is complete without exploring the outdoor scenery. The Custer Skywalk is a series of short trails that begin at Harbach Park, two blocks off Main Street. Head left for a covered observation point, then continue on the trail to the right to reach Big Rock Observation Point; both offer stunning views of the Black Hills and the city of Custer. The half-mile trail winds through ponderosa pine forests and, while the steep uphill climb may leave visitors out of breath, the views) are well worth the exertion.
Custer State Park may not be within the city limits, but it’s a must-see for visitors to the area any time of the year. This 71,000-acre nature and wildlife reserve offers plenty of opportunity for outdoor recreation and features some of the area’s most impressive scenery. You won’t even need to leave the comfort of your car if you opt for a drive along Iron Mountain Road or the Needles Highway. Impressive granite rock formations can be found at Cathedral Spires and Sylvan Lake. Hiking, fishing, camping, and swimming are all popular pastimes. The 18-mile Wildlife Loop Road provides visitors with up-close looks at wildlife such as bison, pronghorn antelope, prairie dogs, coyotes, elk, deer, and the park’s famous “begging burros.”
The community of Custer prides itself on being a destination for foodies. After you’re done exploring the attractions, grab a bite to eat or a tasty beverage from one of the town’s excellent restaurants or breweries!

McPherson County - 11371 346th Avenue, Leola, SD
Be free and happy on 182 acres of land and water located in McPherson County between Leola and Eureka in South Dakota! This is about a 55-mile drive northwest of Aberdeen, SD, which has a very nice airport with flights to and through Minneapolis.
Cabin is off the grid, but propane, solar collectors and a gas generator are used for power. The 18 X 30-foot cabin is wired for both regular AC house current and 12-volt DC electricity with a generous supply of plug-ins for both. Propane stove, propane or electric refrigerator/freezer, propane cabin heat and an on-demand propane water heater. Well water is not tested as potable, but suitable for washing dishes in kitchen sink, showers, watering plants, cleaning, livestock and other uses.
One bedroom with queen bed and plenty of storage, plus main room with kitchen separated by a waist-high room divider with varnished wood top and storage below. Very nice folding futon, table, chairs and miscellaneous furniture. Two smaller rooms include bathroom with sink and shower, and one for storage/water heater/power source controls. Has very nice outhouse. Two outbuildings for storage and generator. Sleeps four adults comfortably, more with cots. Large, attached deck with propane grill.
Land is mostly in native grasses and flowers, 73 acres in CRP or similar programs expiring (but generally renewable) between 2026 and 2035. Note CRP contracts can be bought out by the owner before the contract expiration dates if restrictions interfere with management plans. This would not likely be the case: About 30 acres of cropland and virgin soil were left out of CRP for food plots, tree plantings or whatever use. This land has 15-20 acres of trees planted over two decades. An 80 plus acre wetland with islands and coves, plus smaller wetlands, are highly attractive to wildlife and the ambience of the area.
This land has successfully been managed by a Certified Wildlife Biologist for wildlife and is adjacent to a large Game Production Area with thousands of acres more public hunting land in the area. Fishing is not far away. Ducks, deer, pheasants, grouse, sandhill cranes, tundra swans, several species of geese and countless non-game species are abundant on this property. Mosquitos and most annoying insect numbers are surprising low.
Asking price includes furnished cabin, outbuildings with basic tools and machinery needed from day one, including sprayer, 4-wheeler, zero-turn riding mower, and even a rowboat and canoe. All are in excellent working condition at the time of this writing and are in use so will be sold "as is."
Wetland easement, no perpetual grassland easements. Wetland easement does not adversely affect management. Access is highway except last three miles is gravel/grass. Poor winter maintenance on non-paved roads, although access is possible all year in mild winters such as we just had. Income from CRP/EQIP contracts usually covers taxes, insurance and minor expenses (2024 payments totaled $2606. Low property taxes, $804.82 for 2024.)
Plenty of room and freedom to hunt, hike, target practice, canoe, watch wild game, ride 4-wheelers, take pictures, and recreate as you wish. Two enclosed and heated raised deer hunting and wildlife observation stands. The nearest neighbor is about two miles away, and traffic on the dead-end road leading to the land is rare. The cabin is not on a section line and no publicly used roads go through the property. It is not unusual to stay for days and never see or hear another person or vehicle. Access to the land and water is controlled by the landowner.
This is beautiful land, meant for wildlife, freedom and solitude. Sunrises and sunsets are often amazing, with colors not often seen from a city. The star-lit nights are incredible, and if you are lucky, coyotes in the distance will sing for you.
NOTE PRICE DROP: Asking $679,500. Acreages given are approximate. Management assistance negotiable. Note the land is considered by most ag appraisers to be no more than normal pastureland with a large wetland, and the buildings and other improvements are of little value in their eyes. Generally, an appraisal may be lower than the asking price: There are no comparable sales, as there are no comparable properties in the area. The land has been managed for recreation, conservation and wildlife, not to increase income. If you simply want to graze cattle or raise crops, look elsewhere. If you also want freedom, privacy and recreation, look here.

Cabin Mailing Address is 11332 345th Avenue, Leola, SD 57456 (This is the address of the pasture gates we sometimes use to get to the NW gates on our land, but no mail is delivered.) Note: Yahoo, Google and other maps show the avenue as 344 for a few miles as it goes south from Highway 10. This is apparently due to a correction line. However, the sign at the highway says 345th Ave.
Physical Address of cabin is approximately: 11371 346th Avenue, Leola, SD 57456. This is not on a public road.
Land Description: The East half of the SE quarter of Section 9 (80 acres) and the West half of the SW quarter of Section 10 (80 acres), and the South half of the SW quarter of the NW quarter of Section 10 (20 acres), all in T126N, R70W in Moscow Township, 5th P.M. The total is actually just over 182 acres according to NRCS maps but will likely be sold as "180 acres more or less" to protect both the buyer and seller.
NRCS/ASCS Farm #4691 Tracts 1478 and 4648: 182.4 acres (67.3 acres cropland in 2015 before conversion to native grasses and flowers) plus CRP-type grassland formerly used for hay, plus set-aside and virgin soil acres, plus wetlands. The numbers do not add up to exactly 180 acres due to water and native grasslands which have not been precisely measured. Also note wetlands fluctuate in size and depth due to rain/snowfall.
Outbuildings include a 10-foot by 10-foot,6-inch shed and a 12-foot by 20-foot barn, both with wood floors. All buildings re-shingled within the last five years. Everything with a fresh coat of top-quality Australian Gold wood stain plus linseed oil in June of 2024. No known major repairs or maintenance needed at this time.
The seller is not reserving any mineral rights but does not guarantee any such rights to the buyer.
